17 October 2003 Status at The Aquatic Hillcrest Headline: We are not there yet 0630 We arrive and the radar is fine, inversion state 0, and 105 clutter templates being used out of 128 sectors, peacetime frequency set 1. We changed to set 4. 0735 The system was in inversion state 3. At 0737 inversion state 4. The sun is rising. But this puts a black cloud on The Aquatic Hillcrest radar flight test. 0744 Morning flight cancelled! The pilot can not take off sue to fog. Mission 4 scrubbed. We feel we have sufficient data from Mission 2 to pick up one of the missing range bins, but not the other. 0830 Steffen appears, the pilot is wheels up. We are in inversion state 5. The Dobraberg RES drawer has been re-assembled and is ready to be shipped back to Dobraberg. It is missing the two LRUs noted, which get shipped back for repair, then returned to Dobraberg. 0845 Brad, Steffen and Captain Haan are taking the test data, the pilot is in flight and being tracked. I was banished from the shelter. I am off line this morning since the shelter room phone is not working, and the shelter phone line is needed to communicate with ATC. 0945 Phone back in order, back online. The flight test is NOT going well. Inversion state 5, and we are missing the target most of the time. It is now starting the 2nd outbound leg. We went outside and watched the Learjet make a sweeping turn around the radome and head back toward the East. 1000 We think the pilot may be flying at or near the blind speed due to very high headwind. We ask him to speed up, he does, and P(d) goes up dramatically. 1034 Mission 3 is over, analysis has begun. 1045 Uh oh, Mission 3 is not over. The pilot (unexpected by us) begins a 5th leg. We scramble to force the inversion logic to state 0. This leg is to verify out theory that inversion state is causing low P(d). Barz, Haan and Shannon run the leg and debate the results. Frank Mahoney calls to check if we need anything. 1130 We all break for lunch in the Schutzraum, as Renata Demel has brought two large pots of wonderful potato soup. After lunch, Steffen must leave for his home base. At 1200 we expect wheels up for Mission 3. 1306 Taking high level flight data. Currently looking good. Many telecons back and forth between Germany (Shannon) Scotland (Dunyk) and Syracuse (Zebrowski) to understand the inversion state logic, clutter templates, beam adjustments by sector. Shannon believes he has the documentation in hand to support our argument. 1350 Flight test over after 4 legs. Data being analyzed. 1440 After our first meeting, we pass the high level mission. But we fail the 8000 foot test in 80-90 and 90-100 nm range bins. We feel it's the weather, the BWB says that we must demonstrate full coverage, so if weather is the reason, we must fly in good weather and prove the P(d). Brad and Ron search through the flight test data to try to find an explanation for why we miss the target 80-100 miles. Barz and I agree we will not turn over the radar today. We must analyze the data, and he will attempt to gain acceptance in a manner similar to Grosser Arber. Remaining Record Run Tests
